Dubai to Introduce Official Public Behaviour Guidelines
New guidebooks and celebration guidelines form part of efforts to enhance public conduct and quality of life.
Official public behaviour guidelines are set to be introduced in Dubai as part of a broader effort to enhance public conduct and strengthen the emirate's reputation as a leading urban destination.
The Dubai Civility Committee announced plans to launch two initiatives: a Dubai Civility Guidebook and a set of guidelines governing celebrations and special occasions. According to the committee, the measures are intended to improve the city's appearance, encourage positive public behaviour and reinforce an overall model of civility.
Chaired by Mohammad Abdullah Al Gergawi, Chairman of The Executive Office and Chairman of the Dubai Civility Committee, the body also reviewed plans for an integrated city lighting strategy and a comprehensive assessment framework for the overall urban experience.
The strategy aims to establish standards and systems designed to shape what officials describe as the world's most civilised city experience.
The legislation sets requirements for residents, businesses, property owners and event organisers aimed at improving public health and safety standards across buildings, facilities and public spaces. Among its provisions are rules governing crowd control, lighting and ventilation at venues and events, as well as restrictions on the use and handling of fireworks, flammable materials and toxic substances.
Under the law, property owners and operators may be held liable for damages resulting from non-compliance with safety requirements.
