Egypt Plans One Million Homes Under EGP 1 Trillion Programme
The four-year programme will include social, middle-income, rental, rent-to-own and worker housing.
A four-year national housing programme is planned to deliver around one million residential units with estimated investment of EGP 1 trillion, Prime Minister Mostafa Madbouly announced during Egypt Forum 2026.
The programme is expected to cover social housing, middle-income units, rental apartments, rent-to-own homes and accommodation for factory workers, with private developers participating in delivery. Unit allocations, locations and financing structures have not yet been announced.
Forum recommendations also called for the Tahya Misr Fund to participate in the programme and for legislation regulating the real estate market to be accelerated, including clearer rules governing relations between buyers, developers and the state.
Madbouly said around two million housing units had either been completed or were under implementation in recent years, while highlighting rental housing as an alternative to conventional homeownership. During an earlier forum session, President Abdel Fattah El-Sisi directed the government to work with Tahya Misr Fund on 200,000 rental units, with costs shared equally. It has not yet been clarified whether those units will form part of the new one-million-home target.
Separately, applications remain open until October 28th for 25,000 units offered through rental and rent-to-own schemes. These include 15,000 units through the Social Housing and Mortgage Finance Fund under the Sakan Likol El Masryeen 9 initiative and 10,000 units offered by the New Urban Communities Authority under rent-to-own arrangements.
The wider EGP 1 trillion programme is also expected to include partnerships with private developers on social housing and accommodation near industrial centres, although further details on implementation and the division of responsibilities between government entities, Tahya Misr Fund and developers have yet to be released.
