E-Scooter Permits to Become Mandatory Across UAE in 2027

New federal traffic regulations taking effect on January 1st, 2027 will require permits and registration for e-scooters, electric bicycles and mopeds across the UAE.

Under Cabinet Resolution No. 174 of 2026, riders must obtain a permit from the relevant licensing authority before using these devices. Applicants must be at least 15 years old, and permits will remain valid for three years. The regulations apply to both privately owned and commercially rented devices.

Dubai currently prohibits anyone under 16 from riding an e-scooter, and the new federal rules do not explicitly clarify how that requirement will interact with the federal minimum age of 15.

The regulations also introduce technical requirements for e-scooters, including a front headlight, rear light, red brake light, audible warning device and brakes on at least the rear wheel. Tyres and other components must be properly secured and suitable for use, while licensing authorities may impose additional safety requirements.

Riders will be limited to routes designated by licensing or traffic authorities and must follow the speed limits set for those routes. E-scooters will not be permitted on roads designated for motor vehicles. At traffic signals, riders must stop at red lights and may cross on green; once a green light begins flashing, riders who have not started crossing must wait.
