Saudi Arabia has ranked first globally in the 2025 Digital Readiness Index issued by the International Telecommunication Union, achieving a score of 94 out of 100 and placing in the “very high” category.

The ranking marks an improvement from fourth place in the previous year, when the Kingdom recorded a score of 90. In the latest index, Finland and Germany followed with scores of 93, while the United Kingdom ranked next with 92. Norway and France completed the top group with scores of 91 and 90 respectively.

The Digital Readiness Index evaluates national performance using 117 indicators across nine pillars, covering areas such as telecommunications policy, technological infrastructure and governance frameworks.
