Supply Ministry to Pilot Cash Subsidies in Beheira in January 2027
The trial will test a shift from in-kind food subsidies to a more flexible cash-based model for ration card holders.
The Ministry of Supply and Internal Trade will begin a pilot in Beheira in January 2027 to test the conversion of in-kind food subsidies into a cash-based model, following earlier postponements.
The proposed system would give eligible families greater flexibility in choosing essential goods according to their priorities, while keeping support directed towards food purchases. Minister of Supply and Internal Trade Sherif Farouk said the transition would be introduced gradually, alongside updates to beneficiary databases, disbursement mechanisms and oversight systems.
The ministry is also considering expanding the network of outlets where ration card holders can redeem subsidies. Proposed additions include branches of major commercial companies and food retailers, allowing beneficiaries to access subsidised goods through larger retail chains rather than relying only on affiliated company outlets and ration grocers.
