Flexible Working Hours Introduced Across 50 Riyadh Government Entities
The initiative covers six business districts and introduces a four-hour arrival window for employees.
A flexible working hours initiative covering more than 50 government entities is being introduced across six major business districts in Riyadh.
Developed by the Royal Commission for Riyadh City in collaboration with the Ministry of Human Resources and Social Development, the programme introduces a four-hour arrival window for employees rather than a fixed start time.
The initiative applies to government entities operating under different employment frameworks, with separate attendance windows established according to whether an organisation follows the Civil Service System or the Labour System.
The policy will be implemented across Digital City, Granada Business, Laysen Valley, King Abdullah Financial District, Roshn Waterfront and the Diplomatic Quarter. Healthcare and public education institutions are not included in the programme at this stage.
According to the Royal Commission for Riyadh City, the initiative is intended to improve traffic flow and commuting efficiency across some of the capital's busiest commercial districts.
The programme also aims to provide greater flexibility for employees while supporting broader quality-of-life objectives linked to daily travel and workplace accessibility.
