World Bank: Saudi Ranks Second Worldwide in Digital Government

Saudi Arabia ranked second worldwide in the World Bank’s 2025 GovTech Maturity Index, scoring 99.64% and placing in the Very Advanced category. The results were announced following an assessment of 197 countries.

The Kingdom recorded 99.92% in the Core Government Systems Index, 99.90% in the Public Service Delivery Index, 99.30% in the Digital Citizen Engagement Index, and 99.50% in the Government Digital Transformation Enablers Index. These scores reflect performance across digital infrastructure, core government systems, digital service delivery and citizen engagement, among the highest globally.

Ahmed bin Mohammed Al-Suwaiyan, governor of the Digital Government Authority, attributed the outcome to leadership support, intergovernmental collaboration and public–private partnerships, noting efforts to re-engineer government services and develop an advanced digital infrastructure. He said the authority will continue to enhance digital services in line with Saudi Vision 2030. Saudi Arabia’s trajectory in the index moved from 49th in the 2020 edition to third in 2022 and now second in 2025.
