Health Ministry Outlines Framework for Post-Mortem Tissue Donation
The Health Ministry is studying a national tissue bank system led by a skin bank with protocols for safety transparency and full oversight.
Post-mortem tissue donation is compatible with human dignity and religious guidance and can play a vital role in saving lives and reducing suffering, according to the Ministry of Health and Population.
The ministry is currently studying the establishment of a national human tissue bank, with skin donation identified as a priority to support the treatment of severe burns. Skin tissue is used in cases where patients have lost large areas of skin and do not have enough healthy tissue for self-grafting.
This is particularly relevant in Egypt, where burn injuries remain common, especially among children, with many incidents occurring in domestic settings. Donated skin after death can improve recovery prospects and reduce complications for critically injured patients.
The ministry confirmed that Egyptian law permits organ and tissue donation after death. Law No. 5 of 2010 and its amendments allow donation once death is medically confirmed and consent is documented either by the individual before death or by relatives.
The legislation strictly prohibits and criminalises any form of trafficking. Addressing concerns around bodily integrity, the ministry stated that skin donation does not result in disfigurement.
Only thin superficial layers are taken from non-visible areas, while deeper layers that determine body shape remain intact. The body is medically restored in a manner that preserves dignity and does not interfere with washing, shrouding or burial rites. Work is under way to develop an integrated national system for tissue banks, led by a skin bank, supported by clear medical protocols to ensure safety, quality, transparency and oversight.
The approach also includes coordination with official religious institutions, specialised training for medical staff and upgrades to burn treatment units across the country.
