Nitaqat Full-Wage Threshold to Rise to SAR 6,000 by 2028
The threshold for Saudi employees to count fully under Nitaqat will rise to SAR 5,000 in 2027 and SAR 6,000 in 2028.
The minimum monthly wage required for Saudi private-sector employees to count fully towards a company’s Nitaqat Saudization requirements will rise to SAR 5,000 on April 25th, 2027 and SAR 6,000 on April 25th, 2028.
The Ministry of Human Resources and Social Development said the change will be introduced in two phases. The first takes effect six months after October 25th, 2026, raising the threshold for full inclusion in Saudization calculations to SAR 5,000. A second increase to SAR 6,000 will follow one year later.
The ministry clarified that the decision does not directly require private-sector employers to raise employees’ salaries. Instead, it changes the wage threshold used to determine whether a Saudi employee counts in full towards an establishment’s Saudization quota.
The phased implementation is intended to give private-sector establishments time to adjust their employment and wage structures before the higher thresholds take effect.
