Saudi Arabia Exempts Key Businesses from 24-Hour Operating Fees
New regulations remove overnight operating fees for selected sectors while introducing updated rules for businesses seeking approval to trade between midnight and 5 AM.
The Ministry of Municipalities and Housing has introduced new regulations exempting selected businesses from 24-hour operating fees as part of efforts to support the Kingdom's night-time economy and improve access to essential services.
The exemptions apply to a range of commercial and service activities, including hotels and resorts, pharmacies, out-of-town fuel stations, automotive service centres, wedding halls, educational institutions and recreational rest houses.
While the overnight operating fees have been removed for these sectors, businesses wishing to operate between midnight and 5 AM must still obtain approval through the Balady platform, which coordinates licensing procedures between municipalities and security authorities.
According to the ministry, the overnight operating requirements do not apply during Ramadan or the Eid holidays, when businesses traditionally extend their operating hours.
The updated regulations also give municipalities the authority to designate the streets and locations where 24-hour businesses may operate, with the aim of reducing noise and limiting disruption to residential areas.
In addition, the framework introduces workforce requirements for overnight operations, requiring businesses to comply with Saudi labour regulations governing night shifts, including provisions related to employee safety and women's employment.
