Presidential Decree Approves 100 Billion Yen Loan from Japan

Egyptian President Abdel Fattah Al-Sisi has issued a presidential decree (Decree No. 325 of 2023) approving a 100 billion Japanese Yen loan for the implementation of the first phase of the fourth line of the Greater Cairo Metro, which connects Downtown Cairo to the Giza Plateau. 

This decree pertains to the approval of the exchange of letters between the Egyptian and Japanese governments regarding the loan, facilitated through the Japan International Cooperation Agency (JICA), which started in December 2022 with Egypt’s Ministry of Transport signing of a USD 301 million loan agreement with JICA.
