New Umrah Visa Rules Require Verified Hotel Bookings for 2025 Season

The Ministry of Hajj and Umrah has issued new visa regulations for the 1446 AH (2025) Umrah season, effective from the 14th of Dhu al-Hijjah. Enforced through the official Nusuk platform, the updated rules are designed to streamline the application process, reduce fraud, and ensure that pilgrims have secured licensed accommodation before arrival.

Under the new system, Umrah visas will only be granted if applicants have confirmed hotel bookings in both Makkah and Madinah that match their travel dates. These accommodations must be licensed by the Tourism Authority and Civil Defense and must be electronically approved by the hotels via Nusuk. The bookings must be fully integrated into the travel package at the time of visa application.

Individual visa requests without verified accommodation are now prohibited. Applications linked to incomplete, unapproved, or unofficial hotel reservations—including those made through unlicensed intermediaries—will be automatically rejected.

The reforms are intended to increase transparency and hold travel agencies accountable. Pilgrims must now work exclusively with licensed operators capable of handling all travel and lodging documentation through Nusuk. Agencies found in violation of the new requirements may face legal consequences.
