Ministry of Human Resources Completes 13 Million AI Transactions

The Ministry of Human Resources and Emiratisation has completed around 13 million transactions using automation and artificial intelligence with no human involvement between the start of 2025 and December 10th, 2025. According to the ministry, the smart transactions covered a wide range of labour-related services and form part of Phase Two of the Zero Government Bureaucracy programme. The initiative aims to accelerate digital service transformation, strengthen the competitiveness of the UAE labour market, and support the goals of the We the UAE 2031 vision. The ministry said its approach combines AI solutions, advanced digital infrastructure and workforce upskilling, alongside electronic integration with government partners to enable round-the-clock service delivery. In relation to work permit quotas, the ministry reported that from the start of the year to October, its AI-driven system issued approximately 900,000 quotas to businesses and processed more than 11 million transactions through automation and artificial intelligence. Between February and October, human involvement in quota-related requests declined by 56%, with around 175,000 of 310,000 requests handled automatically. The system reduced review times for additional quota requests that do not require human assessment from up to ten days to around one second. It issues initial quotas by automatically assessing eligibility, applies predictive models to approve certain additional quota requests, and refers cases to a committee when business needs exceed allocated limits. The ministry added that the system incorporates self-learning capabilities to continuously refine its decision-making processes over time.
