Dubai Health Authority Launches Jabr Platform for Bereaved Families
The system sends instant notifications, reduces burial and condolence timelines, and opens an estate file at Dubai Courts.
The Dubai Health Authority launched Jabr, a unified digital platform that streamlines procedures for families following a death in Dubai.
Integrated under the City Makers initiatives to redesign shared government services, Jabr also aims to reduce financial burdens while providing administrative, social and psychological support before, during and after the condolence period.
As soon as a death is registered, Jabr issues automatic notifications to all relevant entities so actions can begin immediately. A death certificate is proactively issued and circulated, removing the need for families to resubmit it to different bodies. Through a single platform and unified payment point, a Government Service Officer handles the issuance of documents, burial arrangements or repatriation, and completes all required procedures in coordination with government and community organisations.
The platform also automates inheritance procedures. Dubai Courts will automatically open an estate file once the death certificate is issued, with authorities proactively recording assets to help heirs complete documents smoothly, including the Sharia-based heirship certificate.
Jabr’s support extends to the social and religious domains: the Knowledge and Human Development Authority has trained 230 school counsellors to support students coping with a family loss, while religious counsellors from the Islamic Affairs and Charitable Activities Department are available to provide optional guidance.
Funeral services have been upgraded with more than 130 trained volunteers for washing and shrouding, a prepared shroud kit, and improved cemetery facilities. For Emirati families, an additional condolence tent with hospitality services is available for the three-day mourning period across more than 70 locations. Resident families can access support through public-benefit organisations and places of worship, with a specialised team reviewing each family’s situation and providing assistance as needed.
