New ISO Standards Introduced for Cosmetics Factory Licensing in Egypt
Cosmetics manufacturers have been given a one-year period to comply with updated licensing requirements tied to ISO 22716 standards.
Egypt’s Ministry of Industry has introduced updated licensing requirements for cosmetics factories aligned with ISO 22716, the global standard governing Good Manufacturing Practices in the cosmetics industry.
The new framework gives manufacturers a one-year transition period from April 16th, 2026 to comply with the updated technical and operational requirements.
According to the ministry, the changes are intended to improve product quality, strengthen safety standards inside factories, and support the competitiveness of Egyptian cosmetics in export markets.
The updated rules also form part of broader efforts to modernise industrial oversight and standardise manufacturing procedures across sectors.
The Industrial Development Authority will provide technical support to factories during the transition period to help manufacturers adapt to the new requirements.
According to the ministry, the decree was issued following recommendations from the industrial licensing committee established under the Industrial Licensing Facilitation Law, which includes technical specialists and representatives from relevant authorities.
