The plan includes transporting stray dogs to a dedicated shelter, where they remain for defined periods and undergo a comprehensive care programme.
This includes medical treatment and required vaccination doses aimed at reducing the risk of disease transmission.
The system follows a treatment-and-release model, with animals returned to their original environments after completing care and immunisation procedures. The process is designed to standardise intake, treatment and follow-up stages before reintroduction.
Officials said the approach is based on health regulations and animal welfare principles, aiming to balance the protection of residents with humane handling of animals.
