Abu Dhabi Sets New Rules to Track Companies’ Climate Pollution

Abu Dhabi is tightening the way businesses measure and report greenhouse gas emissions, with a new framework from the Environment Agency Abu Dhabi making independent verification mandatory for facilities covered by the regulation.

Under Resolution No. (03) of 2026, facilities in targeted sectors that meet the specified emissions threshold will need to register with the agency, measure their emissions and submit their reports for verification by accredited specialists. Companies will also be required to prepare plans detailing how their emissions are measured and reported.

The framework also opens the door to a growing market for emissions verification in Abu Dhabi, with the agency expecting increased demand for specialised services from private companies, consultancies and Emirati professionals working in carbon accounting and environmental data auditing.

Alongside the new requirements, the agency will establish a digital database to collect and manage emissions data from covered facilities. The system will be used to verify and archive reports, monitor data quality and generate insights that can support environmental policymaking and Abu Dhabi’s wider sustainability goals.

The resolution builds on the UAE’s 2024 federal climate law, which calls for systems to measure, report and verify greenhouse gas emissions across the country.
