Saudi Non-Oil Revenue Rises to SAR 119 Billion in Q3 2025
Ministry of Finance data shows a 1% rise, with quarterly spending at SAR 358 billion, up 6% year on year.
Non-oil revenues in Saudi Arabia reached SAR 119.1 billion (USD 31.8 billion) during the third quarter of 2025, marking a 1% increase compared to the same period last year, according to the Ministry of Finance.
Total revenues for the quarter stood at SAR 269.9 billion (USD 72.1 billion), a 13% decline year-on-year, largely due to a 21% drop in oil revenues, which totalled SAR 150.8 billion (USD 40.3 billion).
Capital expenditures rose 4% to SAR 49.9 billion (USD 13.3 billion), while the quarter recorded a budget deficit of SAR 88.5 billion (USD 23.7 billion), reflecting increased spending alongside lower total income.
