Saudi Arabia received 19.5 million pilgrims and Umrah performers from outside the Kingdom in 2025, according to official performance data compiled for the year. The National Centre for Performance Measurement of Public Entities reported overall satisfaction levels exceeding 90% among visitors.
The Pilgrim Experience Programme, one of the initiatives under Saudi Vision 2030, said service improvements covered both the Hajj and Umrah seasons. Satisfaction reached 91% among Hajj pilgrims and 94% among Umrah performers, based on assessments of planning, operations, and on-ground service delivery throughout the year.
According to the programme, more than 60 public and private entities coordinated to provide integrated services across the full pilgrim journey, from arrival through departure. The initiative said ongoing efforts focus on system readiness, service quality, and coordination to support the growing number of visitors performing Hajj and Umrah.
