FIFA & Saudi Arabia to Offer USD 1 Billion in Stadium Loans
Loans will support construction and enhancement of FIFA‑certified stadiums and surrounding infrastructure, with a focus on the global south.
FIFA has signed a Memorandum of Understanding with the Saudi Fund for Development to provide up to USD 1 billion in concessional loans for football infrastructure projects in developing countries. The initiative will support FIFA member associations in building or upgrading certified stadiums and essential facilities.
The programme will finance construction or renovation projects for stadiums, training grounds and related infrastructure required to meet FIFA hosting standards. Under the agreement, the Saudi Fund for Development will also extend technical support to ensure that funded projects comply with competitive and operational requirements.
The initiative reflects the growing role of Saudi-backed investment in international sport, arriving as the Kingdom prepares to host the 2034 FIFA World Cup. FIFA and the Saudi Fund for Development said the programme is intended to create sustainable pathways for football growth through improved infrastructure and broader participation across multiple continents.
