Age of Adulthood Lowered From 21 to 18 in the UAE
The reform also reduces the age from which young people may manage their own financial affairs from 18 years to 15 years.
The UAE government has lowered the legal age of adulthood from 21 lunar years to 18 Gregorian years, a move aimed at aligning the country’s legal framework with international standards and existing domestic legislation. The change, which came into effect at the start of 2026, brings consistency across laws governing labour, juvenile justice and civil responsibility.
Under the reform, individuals aged 18 already permitted to marry, work and drive will now be legally recognised as adults across the board. The update also allows minors to manage their own financial affairs from the age of 15, lowering the previous threshold of 18, with the aim of encouraging entrepreneurship and expanding youth participation in economic activity.
