UAE nationals abroad will be able to request their 'To Whom It May Concern' certificate from anywhere in the world, in minutes, with full support available 24/7.

The UAE Ministry of Foreign Affairs has unveiled a fully digital platform for the issuance and attestation of 'To Whom It May Concern' certificates, streamlining a process that once required in-person visits to UAE missions overseas.
Part of the second phase of the government’s Zero Bureaucracy Programme, the service enables UAE nationals abroad to complete the process in just three steps via the Ministry’s website or smart application. This upgrade consolidates multiple procedures into one seamless, flexible, and efficient digital journey, significantly cutting down processing times while maintaining the highest service standards.
The attested certificates—often required for medical treatments, education, or administrative purposes abroad—are now accessible around the clock. UAE nationals can also access 24/7 support through the Ministry’s Contact Centre.
The launch builds on the UAE’s broader digital government agenda, aimed at reducing bureaucracy, enhancing service delivery, and leveraging technology to meet the evolving needs of its citizens worldwide.
