Saudi Arabia’s Digital Maturity Index Hits 86.7% in 2025
Saudi Arabia's 2025 Digital Maturity Index reached 86.7% following a detailed review of 50 platforms, with strong results in user satisfaction, interface quality, and digital inclusivity.

Saudi Arabia’s 2025 Digital Experience Maturity Index recorded a score of 86.71%, placing the Kingdom in the “advanced” category of digital transformation. The result follows a comprehensive evaluation of 50 government digital platforms, assessed across four primary dimensions and 20 specific criteria, including user satisfaction, interface quality, complaint handling, and the integration of advanced technologies. The score reflects a continued national effort to enhance the accessibility, effectiveness, and responsiveness of digital services.
The evaluation saw significant public engagement, with more than 374,000 users participating in 2025, an increase from the previous year. Several platforms exceeded the 90% mark, including Absher (93.95%), the Zakat, Tax and Customs Authority platform (93.25%), Tawakkalna (91.89%), Etimad (91.43%), and Qiwa (91.06%). Additional platforms such as Ehsan, the Ministry of Tourism portal, GOSI, Sehhaty, and Sanea’i also achieved advanced ratings for digital service quality and usability.
A new sub-index introduced in 2025 measured digital inclusivity, scoring 75.3% and classified as “empowered.” The metric highlights the Kingdom’s efforts to ensure that digital services are independently accessible to people with disabilities, the elderly, and other underserved groups. The index’s methodology is updated annually to align with international best practices in digital service delivery.
