Cairo Introduces Colour-Coded Zoning to Regulate Residential Rents

A new regulatory decision has introduced a colour-coded classification system for residential rental areas across Cairo, aiming to standardise the application of landlord–tenant regulations under Law 164 of 2025.

Under the decision, all residential properties subject to the law are divided into three categories based on area classification. Green zones are designated as distinguished areas, yellow zones as medium areas, and red zones as economic areas.

The classifications are supported by official maps and explanatory tables that define the exact boundaries and scope of each category across the capital.

The zoning framework is based on the findings of survey and zoning committees formed at governorate level, which assessed neighbourhood characteristics to determine their classification.

The system is intended to provide a clearer reference for regulating rental relations, helping ensure consistent treatment of residential tenancies across different districts.

The decision is to be applied across all districts and neighbourhoods under the Governorate of Cairo and will come into force the day after its publication in the Official Gazette.

It forms part of the broader implementation of Law 164 of 2025, which sets out updated provisions governing the rental of residential properties and the organisation of landlord–tenant relationships in Egypt’s capital.
