New State Family Support Fund Approved by Egyptian Cabinet

Egypt's cabinet has approved a draft law establishing the Mutual Fund for Supporting the Egyptian Family, a new state-run entity set to replace the existing Family Insurance System Fund as part of a broader package of family legislation ordered by President Abdel Fattah El-Sisi.

Prime Minister Mostafa Madbouly stated that draft laws concerning family affairs, the family law for Egyptian Christians, and the regulation of the new fund had been finalised and referred to parliament.

Under the proposed legislation, the new fund would assume all rights and obligations currently held by the Family Insurance System Fund, established under Law No. 11 of 2004.

The existing fund would continue disbursing court-ordered alimony, wages, and related payments for six months following enactment before the new body becomes operational.

The fund would operate on a non-profit basis under the supervision of the Ministry of Social Solidarity, with headquarters in Cairo and branches permitted across governorates.

According to the draft law, the fund’s mandate includes enforcing executable court rulings related to alimony, wages, and similar obligations, particularly in cases where liable parties refuse to cover educational expenses or other mandated payments.

The legislation also expands the fund’s role to support individuals who have lost their primary breadwinner and lack a stable income sufficient to meet basic needs.

Additional family-support services financed through the fund could later be introduced through presidential decrees. Management of the fund would fall under a nine-member board appointed by the minister responsible for social solidarity affairs for renewable four-year terms.

The board would include representatives from the ministries of social solidarity, justice, interior, planning and economic development, and finance, alongside three appointed experts.
