Adobe to Offer Free AI Design Tools to 27 Million Saudi Users

More than 27 million eligible citizens and residents in Saudi Arabia will receive 12 months of free access to Adobe’s artificial intelligence-powered design tools under an initiative valued at more than USD 4 billion.

The offer, developed with the Ministry of Communications and Information Technology, will include Adobe Firefly Standard and Adobe Express Premium features for users aged 13 and over. Rollout is scheduled to begin by the end of 2026.

Adobe Express already supports Modern Standard Arabic with right-to-left text across desktop, web and iOS, giving Arabic-speaking users access to design and content-creation tools built around the language’s writing direction.

Adobe and Saudi AI company HUMAIN are also developing an image-generation model using Adobe Firefly Foundry. The model will be tuned to Saudi cultural context and Arabic-language prompts, with the aim of generating imagery that better reflects local references and visual conventions.

The initiative will extend to startup support from early 2027. Eligible participants in the Ministry’s Center of Digital Entrepreneurship and The Garage will receive one year of access to selected Adobe creative tools alongside training and technical expertise.

Adobe Digital Academy will also provide free practical courses covering creative, marketing and AI skills as part of the wider programme.

The agreement expands an existing collaboration between Adobe, the Ministry and HUMAIN around Arabic-language AI and content creation tools, while giving Adobe a potentially significant new user base for Firefly and Express.
