Lebanese Regtech HAQQ Legal AI Raises $3M Led by Sowlutions Ventures
The Lebanon-based regtech is expanding its AI-driven legal operating system across MENA after securing fresh funding.
Lebanon-based regtech HAQQ Legal AI has raised a total of $3 million to date to accelerate the development and global rollout of its Legal AI and practice management platform, as it targets wider adoption across the Middle East and North Africa.
The funding round was led by Sowlutions Ventures, with participation from HITEK Ventures, Corona Legal, IM FNDNG, Highworth, Razor Capital, SYMAX, Hamady Trust and other strategic investors. HAQQ is also a member of the NVIDIA Inception Alliance Program.
HAQQ positions its product as a vertically integrated Legal AI operating system that combines AI-native legal intelligence with practice management, payments and institutional infrastructure. The platform serves more than 7,000 clients, including enterprise legal teams, law firms, bar associations, courts, public institutions and individual users, supporting jurisdiction-aware and auditable legal workflows.
At the core of the platform is Justinian, HAQQ’s proprietary AI engine designed to generate client-ready legal work from a single prompt. The company said the new capital will be used to deepen its AI architecture and expand enterprise and institutional deployments across MENA, building on its current presence in Egypt and Jordan.
The legal sector accounts for more than $1 trillion in global economic activity but remains among the least digitised industries. HAQQ says its platform addresses this gap by unifying legal drafting, research, review, summarisation, practice management and payments within a single system, with the aim of reducing operational friction while supporting human legal judgement rather than replacing it.
