Commercial Bank of Dubai Becomes UAE’s First Open Finance-Live Bank
Commercial Bank of Dubai becomes UAE’s first bank to fully activate Open Finance under the Central Bank’s AlTareq initiative.
Dubai-based Commercial Bank of Dubai has become the first bank in the UAE to fully activate Open Finance, marking the transition from controlled pilots to live, large-scale implementation under the Central Bank of the UAE’s AlTareq initiative.
The activation was delivered in collaboration with Central Bank–licensed third-party providers Pay10 and Lean Technologies, enabling CBD’s retail current and savings account customers to securely share financial data and initiate payments through consent-based, regulated mechanisms. CBD and its partners are now live on Nebras, the national Open Finance infrastructure operating under the supervision of the Central Bank of the UAE.
CBD said the move positions the bank at the centre of a shift in the UAE’s financial architecture, allowing customers greater control over how their financial data is accessed and used, while supporting digital-first banking experiences. The activation follows a live-proving phase during which the bank worked with its partners to meet regulatory, technical and operational requirements set by the Central Bank.
Pay10 described the go-live as a practical step in translating the UAE’s Open Finance vision into real-world execution, while Lean Technologies said the activation demonstrates that the framework is ready to operate at bank scale under full regulatory oversight. With CBD now live, Open Finance in the UAE moves beyond readiness into execution, opening the door to wider customer adoption and sustained transaction activity.
CBD said it will continue to expand Open Finance use cases in collaboration with its partners, supporting broader market adoption and aligning future activity with the objectives of the AlTareq framework.
